A record, not a directory

Registers show who is licensed now.
Nobody keeps who was.

The state publishes a weekly file of current licensees. Renew late and you drop out of it. Close the business and you vanish from it entirely.

That's the moment the record matters most — a defect surfaces, a claim is filed, a buyer asks who did the work. We keep every version, so a contractor who is gone is still findable against the jobs they did.

Each entry carries the licences held and the dates they were held, the permits the contractor is named on, and every state file they appeared in or dropped out of.
